This position encompasses providing the day to day administrative management for the department as well as serving as
Associate Research Director for 1890 Programs. This department has thirteen full-time faculty members and sixteen
support staff individuals. This doesn't include to Federal Units housed in the department. These units are The Maryland
fish & wildlife Service unit (six persons) and the Food safety and Inspection Service center of excellence (four persons). It
is my responsibility to provide administrative management for all units as well as the 350 acre University Farm staff (five).
In addition to administration, I teach each semester, advise students, conduct research on two funded projects and
participate in international projects. In fact, one of my research project is with the Peoples Republic of Egypt.
Given below are some of my most significant accomplishments since my tenure at UMES.
Significant Accomplishments and Items Warranting Meritorious Consideration:
- Developed Research Apprentice Minority Scholars Summer and designed and wrote Annual Progress Reports - 1996,
1997,
- Developed a total of thirteen Departmental press releases,
- Developed power point presentation on Recruiting minorities to the food and agricultural sciences - joint multimedia
project between UMES and Salisbury State University. This work is being prepared for the WWW for summer 1999.,
- Spotlight On New Board Member Arthur Allen of the North East Region Center for Rural Development - Network 97,

- Elected by 1890 Association of Research Directors (ARD) to 1890 Dean Council as - member at large
- Elected by ARD to serve on the Experiment Station Committee on organization and Policy Science & Technology
Committee- this is a national organization.
- Developed a University - wide Presentation to all University Faculty on Geographic Information Systems (GIS) and it
applications for Research, Extension, Teaching and outreach opportunities
- Developed a New Degree program Option called Natural Resources Management (NRM) for Department of
Agriculture
- Developed a Distance Education Teaching Lab in Department of Agriculture with one other faculty person
- Assumed administrative role for GIS lab, promoted and payed for Environmental Systems Research Institute
Certification for the lab Coordinator. This makes it possible for UMES to be the only University with a certified ESRI
trainer in GIS East of the Chesapeake Bay.
- Provided concept for the first course in GIS to be taught Fall 1999 called Introduction to Geographic Information
Systems in which I will jointly teach.
- GIS Workshop Training Activities - We received a grant via Capacity Building - USDA where I serve as PI. We have
been able to provide the following training on this valuable tool as given below since the inception of the grant:
- 20 faculty members and persons from state and federal agencies received training In Arc View 3.0 (GIS
software) in March 1999.
- Provided orientation pre-training in ArcVeiw for 17 students (graduate and undergraduate). Nine of these
students who are undergraduates will be on internships at the following locations this summer:
- Five students will be going to Alabama A&M to participate in a 1999 Summer NASA internship training Camp in GIS.
Students will be there for 8 weeks and will take a three hour credit course called Earth Systems and Global Change
Science
- Three students will be going to the World Outlook Board (WAOB) (D.C.)- Summer 1999
- One student will be going to - 3DI Corporation, Inc - Eastern, MD- Summer 1999
- Five students received GIS training via internships in Summer 1988 at the (WAOB and the NRCS in
Maryland.
- Webpage Development - NRM degree option and GIS lab that can be viewed at www.g-o-o-d.com
- Served on approximately 30 different committees since my tenure, some of which were University - wide. The latter
committee members are usually appointed by the Vice President for Academic Affairs or the President.
- Developed Concept Paper for President Spikes for Frank Perdue to establish research linkage, and endowment
funds for the University.
- Research Apprenticeship Minority Scholars Program Coordinator - Summer 1996 & 97.
- Designed a computerized slide presentation for our School on service learning activities. This show was jointly
presented at a university -wide faculty meeting.
- Developed a web assisted course for AG 111 that was generated in Power Point. This course will be modified and
placed on the web permanently for the fall semester of 1999
- Received training in GIS and received certificate of completion from Howard University- summer 1997.
- Served on the Board of Directors for the North East Region Center for Rural Development for the past three years.
July 1993 - January 1996
Tenured Professor, Department of Agriculture - Virginia State University
SIGNIFICANT ACCOMPLISHMENTS:
Generated nine video productions by an established partnership, and jointly funded grant with Virginia Polytechnic
Institute. Productions were designed to attract additional minority and other race students to the food and agricultural
sciences. All videos were broadcast to 12 targeted high schools with heavy minority populations in Virginia. Broadcasts
were also carried by 102 television stations in the Commonwealth.
Produced four publications designed for students at 12 targeted high schools in association with the broadcast of
above-mentioned videos.
Appeared on five live broadcasts at Virginia Tech. University television station in relation to above created videos to
high schools.
Acquired funding for a capacity building grant from USDA for $185,000.
Conducted two workshops in 12/94 at the request of the USDA's office of Higher Education at a national gathering in
St. Louis. The topic was Building Partnerships to Increase Capacity Building and Grant Funding Possibilities.
Awarded the Outstanding Academic Service to Students Award from ACOP's section of the NASULGC in
November 1994 at the national meeting held in St. Louis, Missouri.
Provided funds (approximately $17,000) to complete a computerized multimedia classroom, and tutorial center. Funds
(from a grant for the USDA) were used to purchase a file server, software and a network.
Developed the Dupont Persistence Toward Excellence Award for students in the department of agriculture. This
award was developed to inspire a higher degree of academic performance, improve leadership skills, and upgrade
communication skills among students. Student winners received $1,000 and an attractive engraved trophy.

SEPTEMBER 1990 - JUNE 1993
Deputy Director- Agricultural Research Station, Virginia State University.
- Provided administrative leadership for the Agricultural Research Station (hereafter referred to as the Station) which
comprised a total of 35 persons. Duties included the management of an annual $ 1.5 million dollar budget appropriated
from USDA, preparation of various budgets for state and federally funded programs, administrative planning and
assessment, preparation for state and fiscal audits, travel to state and national meetings, serving on various state and
federal committees and boards, and other duties assigned by the associate vice president for agricultural programs.
SIGNIFICANT ACCOMPLISHMENTS:
- Initiated the herbs and spices research program for the Station.
- Provided leadership for acquisition of the first substantial capacity building grant acquisitions for the Station. The
amount received was approximately $ 500,000 for the 1990/91 fiscal year. Prior to this time, the Station had not been
successful in acquiring these funds to any significant degree. Appropriations to the university had not exceeded $ 50,000
per year.
- Established the first successful research seminar series for the Station.
- Served as secretary of the 1890 Association of Research Directors.
SEPTEMBER 1989 -AUGUST 1990:
Associate Dean/ Director - Research and Extension, University of Arkansas - Pine Bluff.
- Responsible for the administration of the Cooperative Extension Service, Agricultural Research Station.
SEPTEMBER 1982 - JULY 1989:
Administrator- 1890 Agricultural Programs - University of Arkansas - Pine Bluff
Director - Agricultural Experiment Station - 1982 - 1990
- Provided administrative leadership for the Station which included a research and support staff of 49 persons. Some
duties included the management of an annual $ 2.2 million dollar budget appropriated via the USDA, preparation of
various budgets for both state and federally funded programs, administrative planning, preparation for state and federal
audits, travel to state and national meetings, serving on various state and federal committees/ boards, planning for
various conferences, and other duties as assigned by the vice president for agriculture University of Arkansas System.
SIGNIFICANT ACCOMPLISHMENTS:
- Developed and provided the management for an internship program for high school students (grades 10 - 12). The
purpose was to provide exposure about career opportunities, and the new agriculture as opposed to the traditional
farm-gate production approach. Approximately 25 students were invited to participate each summer. The program
lasted three summers.
- Provided primary leadership for the construction of major facilities expansion for the Station totaling $ 2.5 million;
duties included preparation of grant applications and progress reports to CSRS-USDA. This occurred over a five-year
period which involved considerable planning and coordination, preparation of budgets, coordinating construction
schedules, and other activities in accordance with state and federal regulations.
- Provided leadership for the development of the University's first Center of Excellence in research (warm water
aquaculture). This program is still the nation's fourth largest warm-water facility for fisheries research in the U.S.
- Responsible for assisting in the development of the fisheries research program at Virginia State University through a
cooperative agreement. This involved the loaning of fisheries personnel from the fisheries' faculty at the University of
Arkansas at Pine Bluff. Faculty members provided services and expertise for a 2-year period toward the development
and success of the fishery's program at Virginia State University.
- 127 publications were generated, 60 percent were referred. Prior to 1982, there were very few, if any, publications generated.
1890 Cooperative Extension Service Administrator - 1982 - 1989
- Provided administrative leadership for the Cooperative Extension Service which included specialists and support staff of
42 persons. Some duties included the management of an annual $ 1.6 million dollar budget appropriated by USDA,
preparation of various budgets for both state and federally funded programs, administrative planning, preparation for
state and federal audits, travel and participation in state and national meetings, serving on various state and federal
committees/ boards, planning for various conferences, and other duties as assigned by the vice president for agriculture,
University of Arkansas System.
SIGNIFICANT ACCOMPLISHMENTS:
- Received considerable recognition, and praise (state and national) for the programming efforts on teen pregnancy in
Southeast Arkansas. This program methodology was adopted by approximately 25 other states.
- 76 publications were generated, prior to 1982, there were very few, if any, publications generated by program
specialists.
- Provided administrative planning for the Annual Rural Life Conference for seven years. Duties included presiding,
budgeting, arrangement for speakers, etc. This conference was statewide, and was designed to provide a forum for
farmers to acquire new technologies and answers to some of their pressing problems. This effort was geared toward low
income as well as large farm producers. The keynote speaker for this conference for two years ( 1985 & 1987) was
the former governor of the State of Arkansas, who now serves as President & Chief Executive Officer of the
United States . . . Bill Clinton.
- Developed and provided the management for an internship program for college students who expressed an interest in
a career in the food and agricultural sciences. Interns were placed with county offices during the summer months to
attain knowledge about the Cooperative Extension Service, career opportunities, and participated in various experiential
learning activities.
- Provided leadership for the establishment of the first diagnostic labs for fish farmers in the State of Arkansas. These
labs (2) were located in the heart of the catfish, baitfish and crawfish industries
JULY 1983 - JUNE 1985:
Interim Dean - Division of Agriculture and Technology, University of Arkansas at Pine Bluff.
- Responsible for the overall administration of six academic departments in the Division, served as a member of the Deans'
Council and the Presidents' Administrative Council, prepared various budgets for state and federally funded programs,
provided administrative planning, prepared for state and federal audits, traveled to and/or participated in state and
national meetings, served on various state and federal committees/boards, planned for various conferences, and other
duties as assigned by the vice president for academic affairs.
JULY 1978 - AUGUST 1982:
Assistant Director/Administrator
- Duties and responsibilities included assisting the Director/Administrator in providing administrative management for the
research and extension programs which included researchers, specialists and support staff of about 50 persons, assisted
in the management of an annual $ 1.1 million dollar budget appropriated via USDA, preparation of various budgets for
both state and federally funded programs, administrative planning, preparation for state and federal audits, travel to
and/or participation in state and national meetings, served on various state and federal committees & boards, planning
for various conferences, and other duties as assigned by the Director/Administrator.
OCTOBER 1981 - MARCH 1982
Interim Chairman - Department of Agriculture, University of Arkansas at Pine Bluff
- Duties and responsibilities included administrative management for academic programs, preparation of departmental
budget, administrative planning, preparation of annual reports, a member of various departmental, school and university
committees, and other duties as assigned by the dean.
JULY 1978 - September 1982
Assistant Dean - Division of Agriculture and Technology, University of Arkansas at Pine Bluff
- Provided assistance to the Dean of the division for the overall administration of academic departments in the School.
JULY 1977 - JUNE 1979
Title XII Officer - Department of Agriculture - University of Arkansas at Pine Bluff
- Coordinated all aspects of the University's involvement in international agriculture. Developed a grant proposal ($
500,000) which initiated the international agriculture program.
- Developed a $ 275,000 program support grant which was funded to further this program.
